Forrester projects that by 2026, 75% of technology decision makers will face a severe rise in technical debt driven by the uncoordinated development of AI. A centralized control layer lets every new deployment inherit and reuse what came before, so the second use case costs less than the first.

Auditability. In August 2026, the European Union's AI Act reaches full enforcement maturity for high-risk AI systems, with violations carrying penalties of up to €15 million or 3% of global annual turnover. Static policy documents are no longer legally defensible. Enterprises need a "glass box" audit trail: the ability to reconstruct the exact data, model logic, context, and permissions that authorized any automated decision, written to an immutable runtime ledger.

Sovereignty. An IBM study finds that 93% of enterprise executives now view AI sovereignty and the avoidance of vendor lock-in as mission-critical. As foundation models commoditize, an enterprise's competitive edge comes not from the model it rents but from its proprietary context: its ontologies, business rules, and decision logic. Leaders must decouple that context from any single vendor to keep it portable.
